Why are some weapons banned and others not?

    We've got the Anti-Personnel Mine Ban Convention; The Chemical Weapons Convention (CWC); and the UN has voted to start negotiating a treaty to ban nuclear weapons.

    But why are there conventions to ban some weapons but not others, and how are such conventions policed?

    Because we already have laws regulating the ownership and use of most weapons or potential weapons.
